If you have had past exposure to asbestos can new exposure trigger more problems?

My husband has lung scarring and copd from asbestos exposure. This morning he was working on leaking pipe in our apartment building basement and he turned all grey and had coughing fits and trouble breathing. I looked around and realized that we have damaged exposed asbestos on a lot of pipes. He has only been doing this job for 3 years and became symptomatic of copd 18 months ago. Could this new exposure trigger the reaction. I have already called Occupational Health and Safety we are superintedents in the building

OSHA can't do a thing as they are there to ensure the health and safety of "workers". From your description, it sounds like you guys own the apartment building or at least your husband was fixing a leaking pipe in the building in which you rent. Either way, OSHA has no jurisdiction. Yes, exposure to any kind of dust can trigger what your husband experienced after his initial exposure.
